1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />This finding is based upon the following conditions which <br />predominate the Project Area: <br />(1) Factors that prevent or substantially hinder <br />the economically viable use or capacity of buildings or lots, <br />including substandard design, inadequate size given present <br />standards and market conditions, lack of parking, and other similar <br />factors. <br />(2) Adjacent or nearby uses that are incompatible <br />with each other and which prevent the economic development of those <br />parcels or other portions of the Project. <br />(3) The existence of subdivided lots of irregular <br />form and shape and inadequate size for proper usefulness and <br />development that are in multiple ownership. <br />(4) Depreciated or stagnant property values or <br />impaired investments. <br />(5) Abnormally high business vacancies, <br />abnormally low lease rates, high turnover rates, abandoned <br />buildings, and excessive vacant lots. <br />(6) A high crime rate that constitutes a serious <br />threat to the public safety and welfare. <br />It is further found and determined that such conditions, <br />as discussed in the Agency's Report to City Council, and its <br />Appendices A though C, inclusive, constitute a serious physical and <br />economic burden on the City of Colton, which cannot reasonably be <br />expected to be reversed or alleviated by private enterprise acting <br />alone, or by the City's actions alone, requiring redevelopment in <br />the interest of the health, safety and general welfare of the people <br />of the City of Colton and the State.
