The purpose of this chapter is to establish a tax on new construction <br />within the city as a means of generating revenue for the city and not as a regulatory <br />measure. This construction tax has been imposed in the interests of the health, safety, <br />convenience and welfare of the residents of the city. <br />3.32.020 Tax established. The City Council shall establish by resolution the tax rate <br />to be imposed on new construction in the city. <br />3.32.030 Tax calculation. The construction tax rate shall be predicated on the valuation <br />of any new construction of residential or non-residential improvements and may set <br />maximum tax amounts by category of improvement. <br />3.32.040 Tax collection and refund. The construction tax shall be assessed and <br />collected at the time application is made for issuance of a building permit. In the event <br />that a building permit is denied, the construction tax collected shall be refunded to the <br />
