The construction tax paid shall be deemed forfeited to the city in the event <br />that construction does not begin prior to expiration of the building permit, unless a <br />written request for refund is received by the city within sixty days of the expiration date <br />of the permit. " <br />SECTION 2: Sections 3.32.050, 3.32.060 and 3.32.070 are hereby repealed. <br />SECTION 3: If any provisions of this Ordinance or application thereof to any person <br />or circumstances is held invalid, this invalidity shall not affect other applications of this <br />Ordinance which can be given effect without the invalid provision or applications, and to this <br />end, the provisions of this Ordinance are declared to be severable. This Ordinance shall be <br />liberally construed to achieve the purposes of this Ordinance and to preserve its validity. <br />SECTION 4: The City Clerk shall certify to the passage of this Ordinance and cause <br />same or a summary thereof to be published within fifteen (15) days after adoption in a <br />newspaper of general circulation, printed and published in Colton, California and the Ordinance <br />shall take effect thirty (30) days after its enactment in according with the provisions of California <br />law. <br />PASSED, APPROVED and ADOPTED this 28thlay of February 1995. <br />George V.
