It is the purpose and intent of this <br />ordinance to conform laws relating to gaming clubs within the City of Colton to the <br />provisions of California Business and Profession Code Section 19819 and 19819.5(a) <br />which read as follows: <br />'19819. No gaming club shall be located within the territorial limits of <br />any county, city or city and county which had not permitted gaming clubs <br />prior to January 1, 1984 unless a majority of electors voting thereon <br />affirmatively approved a measure permitting legal gambling with that city, <br />county or city and county. <br />19819.5(a). On or after January 1, 1996, neither the governing board <br />nor the electors of a county, city, or city and county that has not <br />authorized legal gaming within its boundaries prior to January 1, 1996 <br />shall authorize legal gaming.' <br />
