1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />ORDINANCE NO. 0-15-96 <br />URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF COLTON AMENDING SECTIONS 6.16.025, 6.16.1909 6.16.240 <br />6.16.250 OF CHAPTER 6.16 OF THE COLTON MUNICIPAL CODE <br />RELATING TO REFUSE, RECYCLING AND GREEN WASTE <br />THE CITY COUNCIL OF THE CITY OF COLTON ORDAINS AS FOLLOWS: <br />WHEREAS, the City of Colton has approved a contract with Taormina Industries, Inc. <br />for the collection, removal and disposal of waste within the city (the "Contract"); and <br />WHEREAS, by the terms of the Contract, waste collection, removal and disposal <br />operations that have been handled by the city in the past are to be taken over by Taormina <br />effective July 1, 1996; and <br />WHEREAS, it is essential that the transition from city provided services to Taormina <br />provided services be accomplished quickly and with as little turmoil and discord as possible <br />among existing city employees; and <br />WHEREAS, the City Council has found and determined that turning over the operation <br />Iof the essential and necessary public service of waste collection, removal and disposal to <br />Taormina is essential to preserve the health, safety and general welfare of the City by assuring <br />that such operations are conducted in an efficient and cost effective way; and <br />WHEREAS, until such time as a policy decision was made by the City Council to turn <br />over operation of the City's waste collection, removal and disposal services to a private entity, <br />it was imperative that the standards for such public services established by Chapter 6.16 of the <br />Colton Municipal Code remain in effect; and <br />
