Numerous provisions of the City's Zoning Code that regulate adult businesses <br />including, but not limited to, portions of Chapter 18.04.018, Section 18.06.060, 18.48.010 <br />and Chapter 18.28 need review, study and possible revision in order to respond to recent <br />developments within the regulation of adult uses and case law interpretation. Because of <br />their age, such provisions fail to fully take into account the secondary effects that are <br />associated with adult uses and fail to address the needs of the City and its residents today and <br />in the future. <br />B. On May 7, 1996 the City Council adopted by a unanimous vote Ordinance <br />No. 0-12-96 entitled "An Urgency Ordinance Of The City Council Of The City Of Colton, <br />California, Imposing A Moratorium On Adult Uses And An Exception Process Allowing <br />Applications For Exceptions As To Adult Uses Within The City Of Colton (Government <br />Code Section 65858). <br />C. By force of law and its own terms, Ordinance No. 0-12-96 expires and is no <br />further force and effect after forty-five (45) days from its effective date, unless further <br />extended on or before the forty-fifth (45th) day. <br />D. The City Council received a staff report dated June 4, 1996, incorporated by <br />this reference, which states that since the adoption of Ordinance No. 0-12-96, the City has <br />1 <br />
