On June 18, 1996, the City Council placed on its regular meeting agenda for <br />consideration extension of Ordinance No. 0-12-96 for an additional ten (10) months and <br />fifteen (15) days from and after June 21, 1996 being the date that the initial forty-five (45) <br />day moratorium will expire unless extended. <br />F. The City Council considered all of the written and oral testimony offered <br />concerning whether to extend the moratorium for an additional period of time as noted in <br />sub -section (E) above <br />G. Without the imposition of interim development controls and the exception <br />process, properties in the City could quickly received entitlements to establish adult uses <br />despite the fact that the City Council has determined that the City[s Zoning Code is in need <br />of updating and has directed that a study be done to recommend new standards and revised <br />Zoning Code sections to address adult uses. <br />H. The City Council has directed that all studies be pursued as expeditiously as is <br />practicable, and is examining the possibility of retaining professional consultants to assist in <br />the study of revisions of the City's Zoning Code. <br />I. In order to prevent the frustration of said studies and the implementation <br />thereof, the public interest, health, safety and welfare require the immediate enactment of <br />this Ordinance. The absence of this Ordinance would create a serious threat to the orderly <br />and effective implementation of any zoning amendments, general plan amendments or <br />specific plan amendments which may be adopted by the City as a result of the studies, in that <br />further development of adult uses within the City may be in conflict with or frustrate the <br />2 <br />
