"Non -motorized vehicle" means a vehicle which is unable to move under its own <br />power, including without limitation, truck trailers, trailers, carts, wagons, camper shells, <br />boats and all other non -motorized recreational, storage an service type vehicles whether <br />for commercial, personal or private use.
