On October 1, 1996 the City Council adopted by a unanimous vote Ordinance <br />No. 0-29-96 entitled "An Urgency Ordinance Of The City Council Of The City Of Colton, <br />Imposing A Moratorium On Processing of Applications for the Construction of Freeway <br />Oriented Signs not Already Approved within the City." <br />B. By force of law and its own terms, Ordinance No. 0-29-96 expires and is no <br />further force and effect after forty-five (45) days from its effective date, unless further <br />extended on or before the forty-fifth (45th) day. <br />C. The City Council received a staff report dated November 1, 1996, <br />incorporated by this reference, which states that since the adoption of Ordinance No. 0-29- <br />96, the City has taken steps to study the contemplated revisions to the City's Municipal Code <br />relating to its regulation of freeway oriented signs. <br />D. On November 5, 1996, the City Council held a duly noticed public hearing to <br />consider extending Ordinance No. 0-29-96 for an additional ten (10) months and fifteen (15) <br />days from and after November 5, 1996 being the date that the initial forty-five (45) day <br />moratorium will expire unless extended. <br />E. The City Council considered all of the written and oral testimony offered <br />concerning whether to extend the moratorium for an additional period of time as noted in <br />sub -section (E) above. <br />
