NOW THEREFORE, THE CITY COUNCIL ORDAINS AS FOLLOWS: SECTION l: The City Council finds and determines the following: (a) The potential for visual blight caused by the proliferation of monopoles approved through a conditional use permit or variance procedure, is significant and potentially injurious to the health, safety and welfare of the citizens of Colton. (b) In order to address this problem, the City must conduct a review of its policies and procedures with regard to regulation monopoles to assure that adequate safeguards are in place to reasonably assure that visual blight will not result from the approval of any future monopoles constructed in the City of Colton. (c) It is anticipated that the necessary review will take no longer than 45 days. (d) Pending the outcome of the review and modification of any zoning code or building standards or procedures that may result from that review, including without limitation amendment of City Code provisions relating to monopoles, it is necessary to impose a moratorium on the processing of applications for and the approval of any new monopoles. (e) The moratorium on processing applications for and approval of any new monopoles within the City of Colton shall have no effect on any currently approved conditional use permits, variances or building permits within the City or on any projects approved for processing through the conditional use permit, variance or building permit process by the Redevelopment Agency.
