1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />implementing regulations for the construction of such monopoles within a reasonable period of <br />time. <br />NOW THEREFORE, THE CITY COUNCIL ORDAINS AS FOLLOWS: <br />SECTION l: The City Council finds and determines the following: <br />(a) The potential for visual blight caused by the proliferation of monopoles approved <br />through a conditional use permit or variance procedure, is significant and potentially <br />injurious to the health, safety and welfare of the citizens of Colton. <br />(b) In order to address this problem, the City must conduct a review of its policies <br />and procedures with regard to regulation monopoles to assure that adequate safeguards <br />are in place to reasonably assure that visual blight will not result from the approval of <br />any future monopoles constructed in the City of Colton. <br />(c) It is anticipated that the necessary review will take no longer than 45 days. <br />(d) Pending the outcome of the review and modification of any zoning code or <br />building standards or procedures that may result from that review, including without <br />limitation amendment of City Code provisions relating to monopoles, it is necessary to <br />impose a moratorium on the processing of applications for and the approval of any new <br />monopoles. <br />(e) The moratorium on processing applications for and approval of any new <br />monopoles within the City of Colton shall have no effect on any currently approved <br />conditional use permits, variances or building permits within the City or on any projects <br />approved for processing through the conditional use permit, variance or building permit <br />process by the Redevelopment Agency. <br />SECTION 2: Pursuant to the authority granted to the City Council by California <br />
