The City Council hereby declares <br />that it would have passed and adopted this Ordinance, and each and all provisions hereof, <br />irrespective of the fact that one or more provisions may be declared invalid. <br />SECTION 4: Publication. <br />The City Clerk shall certify to the passage of this Ordinance and cause the same <br />to be published in the manner prescribed by law. <br />SECTION 5: Urgency Measure. <br />This Ordinance shall be introduced, passed and adopted at one and the same <br />meeting and shall become effective immediately providing an extension from November 21, <br />1997, which extension shall expire on October 6, 1998. The reasons for this urgency are set <br />forth in Paragraphs A -G, inclusive, and Sections 1-3, inclusive, of this Ordinance and Ordinance <br />No. 0-15-97 in its entirety. <br />PASSED, APPROVED AND ADOPTED this 18th day of November 1997. <br />ATTEST: <br />(La--�, �Zz <br />Carolina P.
