Power generating windmills and similar structures that generate power from <br />harnessing wind can be large obtrusive structures that must be properly sited and <br />secured to assure they do not fall over and cause personal and property damage; <br />2. Power generating windmills and similar structures that generate power from <br />harnessing wind produce noise which may exceed permitted ambient noise levels <br />established in the City's zoning regulations and general plan, especially in noise - <br />sensitive residential areas; <br />3. Power generating windmills and similar structures that generate power from <br />harnessing wind may produce electrical hazards to persons and property; <br />4. Power generating windmills and similar structures that generate power from <br />harnessing wind may interfere with electronic equipment and radio transmissions. <br />WHEREAS, - the City Council ("Council") desires to adopt an interim urgency <br />moratorium ordinance prohibiting the establishment of power generating windmills and <br />similar structures that generate power from harnessing wind throughout the City, pending <br />study and adoption of zoning and regulatory standards to protect the public health, safety and <br />welfare; and <br />WHEREAS, California Government Code Section 65858 requires that such measures <br />be adopted by a four-fifths vote of the Council; <br />THE CITY COUNCIL OF THE CITY OF COLTON ORDAINS AS FOLLOWS: <br />RVPUB\MXNf\508759 <br />'PA <br />
