1 <br />2 <br />3 <br />4 <br />5 <br />6I <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />1711 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />27 <br />requiring spark arrester installations for chimneys; requiring certain distances between structures and <br />straw/hay and tanks holding combustible liquids; requiring development and storage standards for tanks <br />holding liquefied petroleum gas; and <br />WHEREAS, California Government Code Section 36937 authorizes the City Council to <br />adopt by four-fifths vote, an urgency ordinance for the immediate preservation of the public peace, health <br />or safety that becomes effective immediately; and <br />WHEREAS, this urgency ordinance adopting the Codes with necessary local <br />amendments is necessary for the immediate preservation of the public peace, health and safety by <br />assuring that the Codes and their applicable local amendments will be enforceable immediately upon <br />adoption rather than waiting until after July 1, 1999 when the state codes will become applicable without <br />local amendments; and <br />occurred; <br />WHEREAS, all other legal prerequisites to the adoption of this Urgency Ordinance have <br />THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN AS FOLLOWS: <br />SECTION 1. The City Council hereby incorporates the recitals contained herein, <br />detailing the necessity of adopting this urgency ordinance for the immediate preservation of the health <br />and safety of the residents and businesses of the City of Colton, as if fully set forth herein. <br />SECTION 2. FINDINGS. <br />A. The City Council hereby finds that the proposed amendments to the 1997 <br />Uniform Fire Code, 1997 Uniform Fire Code Standards and 1998 California Fire Code are reasonably <br />necessary because of local climatic, geologic or topographic conditions. This finding is supported and <br />upon the following express findings and determinations, followed by the applicable amendments: <br />1. The City experiences relatively low amounts of precipitation, very low <br />levels and extremely high temperatures. These climatic conditions are conducive to the spread <br />drought conditions and fires. For example, during the summer months temperatures often exceed 100 <br />Fahrenheit.
