There is a need in the community for more of the types of uses permitted <br />by the proposed zoning designation. The proposed M-1 (Light Industrial) zoning designation <br />permits uses that are typical of light industrial land uses, including low -intensity packing, <br />assembly, storage, warehousing, wholesaling and similar light industrial uses that are more <br />compatible with surrounding less intense uses. Moreover, the City of Colton General Plan <br />notes that there is a need in the community for labor intensive industrial uses of the type <br />promoted by the Light Industrial zoning designation "in order to increase employment access to <br />Colton facilities." (See Colton General Plan, p.2-25.) Designation of the Subject Property from <br />R-1 to M-1 will facilitate and encourage employment access because more land will be made <br />available to generate such opportunities. <br />C. The proposed change of zone will not adversely affect the surrounding <br />area or the community in general. The Light Industrial zoning designation is intended to be a <br />buffer between more intense industrial uses and less intense land uses, including residential <br />uses. Moreover, the M-1 zoning designation's development standards provides adequate <br />separation and height requirements to assure that proposed light industrial uses do not <br />significantly adversely affect surrounding areas, including a 40 -foot building height limitation <br />and larger setbacks when such properties abut residential lots. <br />D. The City Council has determined the proposed zone change is in the <br />public interest because it provides additional development opportunities for light industrial land <br />uses and additional employment opportunities for Colton residents. <br />E. In considering this change of zone, the City has considered the housing <br />needs of the region and balanced those needs against the public service needs of the residents <br />and available fiscal and environmental resources. <br />RIVPUB\MXW511005 <br />
