1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />ORDINANCE NO. 0-16-99 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF COLTON APPROVING A CHANGE OF ZONE FROM <br />R-1 (SINGLE FAMILY RESIDENTIAL) TO R-1/PC (SINGLE <br />FAMILY RESIDENTIAL -PLANNED COMMUNITY) FOR <br />CERTAIN PROPERTY LOCATED IN THE CITY OF COLTON <br />WHEREAS, John Reichel filed an application on March 16, 1999, File <br />IIndex No. DZ -09-99, requesting a change of zone from R-1 (Single Family <br />Residential) to R-1/PC (Single Family Residential -Planned Community) <br />("Application") for certain property located on the southwest corner of Citrus <br />Street and Pennsylvania Avenue (Assessor Parcel No. 160-221-10 and 160-221-11) <br />("Subject Site") in the City of Colton, County of San Bernardino; <br />WHEREAS, the Application was reviewed, studied, and found to <br />comply with the California Environmental Quality Act ("CEQA") as more fully <br />described below; <br />WHEREAS, on July 27, 1999, the Planning Commission of the City of <br />Colton ("Planning Commission") conducted a duly noticed public hearing on the <br />Application at which time all persons wishing to testify in connection with the <br />Application were heard and the Application was fully studied; <br />WHEREAS, the Planning Commission has recommended denial of this <br />Zone Change to the City Council, based on the proposed lots' incompatibility with <br />the neighborhood; <br />WHEREAS, on September 7, 1999, the City Council of the City of <br />Colton ("City Council") conducted a duly noticed public hearing on the <br />
