The City Council has determined the proposed zone change is
in the best interest of the City's general welfare and the public health and safety,
and that it would be in the public interest to provide additional housing.
E. In considering this change of zone, the City has considered the
housing needs of the region and balanced those needs against the public service
needs of the residents and available fiscal and environmental resources.
SECTION 4. Based on the entire record before the City Council and
all written and oral evidence presented, the City Council finds the Zone Change
complies with "CEQA" and hereby adopts the negative declaration for the
following reasons:
A. The negative declaration and initial study prepared for the
Application contain a complete and accurate reporting of the environmental
impacts associated with the Application. The documents have been completed in
compliance with CEQA and the State CEQA Guidelines.
B. The negative declaration and initial study prepared for the
Application reflect the independent judgment of the City Council.
C. As the decision making body for the Application, the City
Council reviewed and considered the information contained in the negative
declaration, initial study and administrative record prior to approving the
Application.
4
