The proposed zone change is in conformity with the General <br />Plan of the City because the general plan land use designation of the Subject <br />Property is "Low Density Residential". The proposed R-1/PC (Single Family <br />Residential -Planned Community) zoning designation is consistent and in conformity <br />with the general plan designation. <br />B. There is a need in the community for more of the types of uses <br />permitted by the proposed zoning designation. The proposed R-1/PC (Single <br />Family Residential -Planned Community) zoning designation permits uses that are <br />typical of single family residential land uses, including single family dwellings, not <br />more than one dwelling per lot, agriculture, single-family mobilehomes, through <br />the design review process, and utility distribution facilities and similar uses that are <br />more compatible with surrounding residential and light industrial uses. Moreover, <br />the City of Colton General Plan notes that the residential Planned Community <br />designation encourages sustained growth and investment by minimizing <br />governmental constraints, providing for design flexibility, higher quality of <br />improvements and minimizing constraints to land use allocations. (See Colton <br />General Plan, p.2-21.) Designation of the Subject Property from R-1 to R-1/PC will <br />facilitate and encourage a high level of improvement quality because more land <br />will be made available to generate such opportunities. <br />C. The proposed change of zone will not adversely affect the <br />surrounding area or the community in general. The Single Family Residential - <br />191 <br />
