By registered or certiiied mail addressed to the owner at the last known address of <br />said owner. If there is no known address for the owner, the notice shall be sent to the property <br />address. Owner, as used herein, means any person(s) shown as the property owner on the latest <br />equalized property tax assessment rolls. If the property owner cannot be served by personal <br />service or by mail, service by posting shall be sufficient. <br />C. By any other means which is authorized or required by applicable law for such <br />nuisance abatement actions. <br />8.04.100 Hearing by the hearing authority. <br />At any time after the expiration of the abatement period, the code enforcement division <br />shall schedule a hearing on the determination of the nuisance before the hearing authority <br />appointed by the city managec The property owner, lessee, agent, occupant or person having <br />charge or control of the building, structure or property on which the nuisance is located shall be <br />provided with written notice of the time, date and place that a hearing shall be held by the <br />hearing authority in acwrdance with Section 8.04.090, to determine the appeal of the declaration <br />of nuisance. At the time and place stated in the written notice informing of the appeal, the <br />hearing authority shall receive, hear and consider all relevant evidence, objections, protests, and <br />testimony of owners, lessees, agents, occupants, or persons in charge or control of the building, <br />structure or properry, as well as that of other witnesses, City personnel and interested persons, <br />relative to such alleged public nuisance and to any proposed abatement measures. The hearing <br />may be continued from time to time. <br />8.04.110 Decision and order of the hearing authority. <br />Following the hearing, the hearing authority shall consider all evidence presented and <br />shall determine whether the building, structure or property in question, or any part thereof, <br />constitutes a public nuisance or contains nuisance activities as alleged.
