The City has <br />commenced an extensive economic impact/market research study and land -use study in <br />an effort to determine the potential affects of siting new RV dealerships within the City <br />of Colton. The City has also begun preparing proposed amendments to the City's <br />Zoning Code. These amendments, if approved by the City Council, will create a special <br />Zoning designation or a special Overlay Zone limiting the locations where any new RV <br />dealerships, if any, may be able to be developed in the future. The establishment of <br />additional RV Dealers may be incompatible with the long term marketing goals and land <br />use policies that the City has invested much time and money developing. The City must <br />prohibit the establishment of any additional RV Dealerships in the City of Colton while <br />staff completes its land use studies and its economic analysis on the impacts of siting <br />additional RV dealers within the City of Colton. <br />B. The approval of land use entitlements for establishing additional RV Dealers would result <br />in a threat to public welfare in that such land use may be incompatible with the long <br />term economic development goals of promoting sustainable development. The <br />establishment of additional RV Dealers would create an over supply of RV vehicles in <br />the City of Colton which will negatively impact the financial stability of the existing RV <br />dealers that generate a significant amount of sales tax revenue for the City. If additional <br />RV Dealerships are approved within the City of Colton, they may prove to be harmful <br />to the long term viability and profitability of the existing RV Dealers and negatively <br />impact the City of Colton's sales tax revenues. Additionally, to allow the approval of <br />land use entitlements for additional RV Dealerships in the City at this time while the <br />City's Zoning Code may be amended and while City staff is conducting economic and <br />land use studies concerning the development of additional RV Dealers in the City of <br />RVPUBISRC\40441 <br />-2- <br />
