11 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />]6 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />I <br />23 <br />i 24 <br />2r <br />2( <br />21 <br />2f <br />ORDINANCE NO. 0-15-01 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF COLTON APPROVING A CHANGE OF ZONE C-2 <br />(GENERAL COMMERCIAL) TO R-1 (SINGLE FAMILY <br />RESIDENTIAL) FOR CERTAIN PROPERTY LOCATED <br />IN THE CITY OF COLTON <br />WHEREAS, the Colton Community Development Department filed an <br />application for File Index No. DGZP-51-01 for a change of zone from C-2 (General <br />Commercial) to R-1 (Single Family Residential) ("Application"); <br />WHEREAS, the Application affects approximately 4.27 acres of property <br />generally located on the east side of Pepper Avenue, approximately 1,000 feet north <br />of the northeast corner of Pepper Avenue and San Bernardino Avenue (Lot 1 of <br />Proposed Parcel Map 15697) ("Subject Site") in the City of Colton, County of San <br />Bernardino; <br />WHEREAS, the Application was reviewed, studied, and found to <br />comply with the California Environmental Quality Act ("CEQA") as more fully <br />described below; <br />WHEREAS, on August 14, 2001, the Planning Commission of the City <br />of Colton ("Planning Commission") conducted a duly noticed public hearing on the <br />Application, at which time all persons wishing to testify in connection with the <br />Application were heard and the Application was fully studied; <br />WHEREAS, the Planning Commission adopted a Resolution <br />recommending approval of this Zone Change to the City Council; <br />WHEREAS, on September 4, 2001, the City Council of the City of <br />Colton ("City Council") conducted a duly noticed public hearing on the Application, at <br />
