1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />ORDINANCE NO. 0-21-01 <br />AN ORDINANCE OF THE CITY OF COLTON AMENDING TITLE 9 OF THE <br />COLTON MUNICIPAL CODE BY AMENDING SECTION 9.16.010 OF <br />CHAPTER 9.16 RELATING TO DISTURBING THE PEACE AND THE <br />REGULATION OF PARTIES, GATHERINGS OR EVENTS ON PRIVATE <br />PROPERTY AND DELETING SECTIONS 9.16.020, 9.16.030, 9.16.040, <br />9.16.050 AND CHAPTER 9.18 <br />WHEREAS, the City of Colton (the "City") is authorized by Article 11, section 7 of <br />California Constitution to make and enforce within its limits all local, police, sanitary, and o <br />ordinances and regulations not in conflict with general laws; and <br />WHEREAS, the City is authorized by Government Code sections 38771 and 38773.1 <br />seg. to declare what conditions or activities constitute public nuisances per se and ad <br />regulations to administratively abate such public nuisances; and <br />WHEREAS, the City is further authorized by Government Code section 36901 to im <br />fines, penalties, and forfeitures for violations of the City's ordinances; and <br />WHEREAS, the City Council finds and determines that parties, gatherings or events or <br />private property can constitute a threat to the peace, health, safety or general welfare of the <br />public. Officers have been required to make many return calls to parties, gatherings or events it <br />order to disperse uncooperative and unruly participants. Such return calls drain the personne <br />power and resources of the City's Police Department and can leave other areas of the Citi <br />without minimal levels of law enforcement protection so as to create a significant hazard to the <br />safety of citizens and Police Officers. <br />THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN AS FOLLOWS: <br />SECTION 1: Section 9.16.010 of the Colton Municipal Code is hereby amended in <br />entirety to read as follows: <br />
