Colton Municipal Code is hereby <br />added to read as follows: <br />"2.17.010. Office created. The office of Finance Director of the City of Colton <br />is hereby created and established The Finance Director shall be appointed by the <br />City Manager and shall serve at the will and pleasure of the City Manager in <br />accordance with the provisions of Section 2.16.070 of Chapter 2.16 of this Code. <br />2.17.020. Powers and duties. The Finance Director shall, under the <br />supervision of the City Manager, perform the following duties: <br />(a) Plan, direct and maintain the accounting and auditing activities for the <br />City government and each of its offices, departments and agencies; <br />(b) Supervise and be responsible for the preparation of all vouchers and <br />warrants for the disbursement of all public monies and have control over all <br />expenditures to insure that budget appropriations are not exceeded; <br />(c) Assist the City Manager in preparing a proposed budget of the City for <br />the ensuring fiscal year; <br />(d) Require reports of the receipts and disbursements from each receiving <br />and expending agency of the City government to be made daily or at such intervals <br />as he may require; <br />(e) Submit to the City Manager a monthly statement of all receipts and <br />disbursements in sufficient detail to show the exact financial condition of the City; and <br />submit to the City Manager and City Council as of the end of each fiscal year, a <br />complete financial statement and report for the preceding year; including opening <br />and closing fund balances in the City Treasury. <br />(f) Supervise the keeping of current inventories of all property of the City; <br />(g) Estimate, plan and program the City's financial activities; <br />RVPU B\NGS\648069 <br />E <br />
