1 <br />2 ORDINANCE NO. 0-13-03 <br />3 <br />4 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />COLTON PRE -ZONING 72 PARCELS OF LAND TOTALING 106.6 <br />5 ACRES IN THE CITY OF COLTON SPHERE OF INFLUENCE <br />6 LOCATED ON THE EAST AND WEST SIDE OF LA CADENA <br />7 DRIVE, SOUTH OF TROPICA RANCHO ROAD WITHIN SOUTH <br />ANNEXATION AREA NO. S-50 (SUBAREAS 1 - 4): FILE INDEX <br />8 NO. DAP -000-030 <br />9 <br />10 WHEREAS, the City of Colton initiated an application on April 11, 2002 (File No. DAP <br />000-030) to prezone 72 unincorporated County island parcels totaling 106.6 acres within the City's <br />11 Sphere of Influence located on the east and west side of La Cadena Drive and south of Tropica <br />12 Rancho Road ("Application"); and <br />13 <br />WHEREAS, the Application was referred to all affected public agencies for review <br />14 <br />and consideration; and <br />15 <br />16 WHEREAS, the Application was reviewed, studied, and found to be consistent with <br />17 the City's adopted General Plan; and <br />18 WHEREAS, on May 6, 2002, the Design Review Committee reviewed the Application <br />19 and the draft Negative Declaration and recommended that the Application proceed to the Planning <br />Commission for consideration; and <br />20 <br />21 WHEREAS, on May 28, 2002, the Planning Commission of the City of Colton <br />22 ("Planning Commission") conducted a duly noticed public hearing on the Application at which time <br />all persons wishing to testify in connection with the proposed Application were heard, and the <br />23 <br />Application was comprehensively reviewed; and <br />24 <br />25 WHEREAS, the Planning Commission also considered the information contained in <br />the draft negative declaration prepared for the Application in compliance with the California <br />26 <br />Environmental Quality Act (CEQA) and the CEQA Guidelines, including the initial study and <br />27 comments received during the public review period, and found that the proposed Application will not <br />28 significantly impact the environment or wildlife, and therefore recommended that the City Council <br />adopt a Negative Declaration for the Application; and <br />
