1 2 ORDINANCE NO. 0-13-03 3 4 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON PRE -ZONING 72 PARCELS OF LAND TOTALING 106.6 5 ACRES IN THE CITY OF COLTON SPHERE OF INFLUENCE 6 LOCATED ON THE EAST AND WEST SIDE OF LA CADENA 7 DRIVE, SOUTH OF TROPICA RANCHO ROAD WITHIN SOUTH ANNEXATION AREA NO. S-50 (SUBAREAS 1 - 4): FILE INDEX 8 NO. DAP -000-030 9 10 WHEREAS, the City of Colton initiated an application on April 11, 2002 (File No. DAP 000-030) to prezone 72 unincorporated County island parcels totaling 106.6 acres within the City's 11 Sphere of Influence located on the east and west side of La Cadena Drive and south of Tropica 12 Rancho Road ("Application"); and 13 WHEREAS, the Application was referred to all affected public agencies for review 14 and consideration; and 15 16 WHEREAS, the Application was reviewed, studied, and found to be consistent with 17 the City's adopted General Plan; and 18 WHEREAS, on May 6, 2002, the Design Review Committee reviewed the Application 19 and the draft Negative Declaration and recommended that the Application proceed to the Planning Commission for consideration; and 20 21 WHEREAS, on May 28, 2002, the Planning Commission of the City of Colton 22 ("Planning Commission") conducted a duly noticed public hearing on the Application at which time all persons wishing to testify in connection with the proposed Application were heard, and the 23 Application was comprehensively reviewed; and 24 25 WHEREAS, the Planning Commission also considered the information contained in the draft negative declaration prepared for the Application in compliance with the California 26 Environmental Quality Act (CEQA) and the CEQA Guidelines, including the initial study and 27 comments received during the public review period, and found that the proposed Application will not 28 significantly impact the environment or wildlife, and therefore recommended that the City Council adopt a Negative Declaration for the Application; and
