I ORDINANCE NO. 0-14-03 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF 3 COLTON PRE -ZONING 25 PARCELS OF LAND TOTALING 57.2 4 ACRES IN THE CITY OF COLTON SPHERE OF INFLUENCE 5 LOCATED ON THE EAST AND WEST SIDE OF RECHE CANYON ROAD, IMMEDIATELY NORTH OF THE SAN 6 BERNARDINO/RIVERSIDE COUNTY LINE WITHIN SOUTH 7 ANNEXATION AREA NO. S-51 (SUBAREAS 1 - 2): FILE INDEX 8 NO. DAP -000-031 9 WHEREAS, the City of Colton initiated an application on April 11, 2002 (File No. DAP 10 000-031) to prezone 25 unincorporated County island parcels totaling 57.2 acres within the City's 11 Sphere of Influence located on the east and west side of Reche Canyon Road, immediately north of the San Bernardino/Riverside County line ("Application"); and 12 13 WHEREAS, the Application was referred to all affected public agencies for review 14 and consideration; and 15 WHEREAS, the Application was reviewed, studied, and found to be consistent with 16 the City's adopted General Plan; and 17 WHEREAS, on May 6, 2002, the Design Review Committee reviewed the Application 18 and the draft Negative Declaration and recommended that the Application proceed to the Planning 19 Commission for consideration; and 20 WHEREAS, on May 28, 2002, the Planning Commission of the City of Colton 21 ("Planning Commission") conducted a duly noticed public hearing on the Application at which time 22 all persons wishing to testify in connection with the proposed Application were heard, and the 23 Application was comprehensively reviewed; and 24 WHEREAS, the Planning Commission also considered the information contained in 25 the draft negative declaration prepared for the Application in compliance with the California 26 Environmental Quality Act (CEQA) and the CEQA Guidelines, including the initial study and comments received during the public review period, and found that the proposed Application will not 27 significantly impact the environment or wildlife, and therefore recommended that the City Council 28 adopt a Negative Declaration for the Application; and 193
