Based on the entire record before the City Council, all written and oral <br />evidence presented, and the findings made in this Ordinance, the City Council of the City of Colton <br />hereby approves Pre -zone DAP 000-031 (South Annexation No. S-51, Subareas No. 1 B 2) to <br />establish the zoning for 25 unincorporated County island parcels within the City's Sphere of <br />Influence as follows: <br />Subarea No. 1: SP (Reche Canyon Specific Plan) <br />Subarea No. 2: SP (Reche Canyon Specific Plan) <br />A legal description of the affected area and parcels is attached hereto as Exhibit "A" <br />to this Ordinance. A pre -zoning map showing the applicable zoning for each Subarea is attached <br />hereto as Exhibit "A" to this Ordinance. <br />SECTION 2. Based on the entire record before the City Council and all written and <br />oral evidence presented, the City Council finds the land use designations proposed for the <br />Application for Pre -zone DAP 000-031 (South Annexation No. S-51) are consistent with the General <br />Plan of the City of Colton ("General Plan") and systematically implement the goals and objectives of <br />the General Plan. <br />Based on the entire record before the City Council and all written and oral evidence <br />presented, the City Council of the City of Colton hereby approves Prezone DAP 000-031 (South <br />Annexation No. S-51) based on the following findings: <br />A. That the proposed change of zone is in conformity with the General Plan of <br />the City. Prezone DAP 000-031 (South Annexation No. S-51) is comprised of two subareas. The <br />proposed zoning for Subareas No. 1 and 2 will be SP (Reche Canyon Specific Plan). The zoning <br />classification within these two subareas is consistent with the City's General Plan which designates <br />this area as residential within the Reche Canyon Specific Plan, and which permits a variety of <br />residential land uses subject to specific density requirements. <br />B. That there is a need in the community for more of the types of uses permitted <br />by the zone.
