The City Council of the City of Colton <br />hereby finds and determines: <br />A. Based on the entire record before the City Council and all written and oral <br />evidence presented , the City Council finds that the proposed Text Amendment to the Colton <br />Municipal Code ("the Text Amendment") is consistent with the General Plan of the City of Colton <br />because it provides and encourages the development of signs and sign structures that are sensitive <br />to the environment, are not aesthetically obtrusive and promote business and economic <br />development opportunities in the City of Colton. Moreover, the Text Amendment helps to promote <br />and achieve General Plan policies as follows: <br />1. The Text Amendment and the sign regulations it establishes assist <br />commercial developments in featuring attractive and efficient <br />pedestrian environments which help commercial growth to respond to <br />localized needs. (Land Use Element, pg. 2-23.) <br />2. The Text Amendment and the sign regulations it establishes can <br />implement the use of a "theme" reflecting local characteristics and <br />values in commercial areas. (Ibid.) <br />3. The Text Amendment and the sign regulations it establishes <br />encourage identification of property which assists emergency fire <br />
