Based on the entire record before the City Council and all written and oral <br />5 evidence presented, the City Council finds this Text Amendment is reasonably related to the public <br />6 welfare of the citizens of the City of Colton and the surrounding region because it encourages the <br />7 development of visually attractive signs in a manner that does not adversely affect the welfare of the <br />8 citizens of the City of Colton and the surrounding region. <br />9 <br />10 SECTION 2: Section 18.50.050 of the Colton Municipal Code is hereby deleted in its <br />11 entirety and replaced with a new Section 18.50.050 to read as follows: <br />12 <br />13 "18.50.050 Exempt signs. <br />14 The following signs may be erected without a permit, provided they are not illuminated: <br />15 <br />16 A. Official traffic signs or other municipal governmental signs, legal notices, advertisements <br />17 prescribed by law and placed by governmental entities, and signs indicating the location of <br />18 buried utility lines or any notice posted by a governmental officer in the scope of his duties. <br />19 The City has a compelling interest in permitting such signs in order to comply with state and <br />20 local laws and promote public safety. <br />21 <br />22 B. Street address signs of a reasonable size notwithstanding anything in this section, may be <br />23 illuminated and may contain reflective paint or material. The City has a compelling interest <br />24 in permitting such signs to promote the identification of property to guide emergency <br />25 response personnel. <br />26 <br />27 C. Direction, warning or information signs or structures required or authorized by law, or by <br />28 federal, state, county or city authority.
