Based on the entire record before the City Council and all written and oral 5 evidence presented, the City Council finds this Text Amendment is reasonably related to the public 6 welfare of the citizens of the City of Colton and the surrounding region because it encourages the 7 development of visually attractive signs in a manner that does not adversely affect the welfare of the 8 citizens of the City of Colton and the surrounding region. 9 10 SECTION 2: Section 18.50.050 of the Colton Municipal Code is hereby deleted in its 11 entirety and replaced with a new Section 18.50.050 to read as follows: 12 13 "18.50.050 Exempt signs. 14 The following signs may be erected without a permit, provided they are not illuminated: 15 16 A. Official traffic signs or other municipal governmental signs, legal notices, advertisements 17 prescribed by law and placed by governmental entities, and signs indicating the location of 18 buried utility lines or any notice posted by a governmental officer in the scope of his duties. 19 The City has a compelling interest in permitting such signs in order to comply with state and 20 local laws and promote public safety. 21 22 B. Street address signs of a reasonable size notwithstanding anything in this section, may be 23 illuminated and may contain reflective paint or material. The City has a compelling interest 24 in permitting such signs to promote the identification of property to guide emergency 25 response personnel. 26 27 C. Direction, warning or information signs or structures required or authorized by law, or by 28 federal, state, county or city authority.
