Therefore, the <br />proposed Application is found to have a deminimus impact in its effect on fish and wildlife or their <br />habitat.. <br />D. That the data and analysis upon which these findings of fact are based are <br />set forth in the mitigated negative declaration, the staff report for the Application, staffs oral <br />presentation, public testimony, and comments which constitute the City Council's review of the <br />environmental determination. The initial study and mitigated negative declaration reflect the <br />independent judgment of the City Council. <br />SECTION 4. The location and custodian of the documents and any other material <br />which constitute the record of proceedings upon which the City Council based its decision is as <br />follows: David R.
