information contained therein in connection with the adoption of the proposed <br />Redevelopment Plan. <br />SECTION 3. The City Council hereby finds with respect to the adverse <br />environmental impacts detailed in the Final Environmental Impact Report: <br />(a) That the adverse environmental impacts associated with the adoption of <br />the Redevelopment Plan have been considered and recognized by the City <br />Council. <br />(b) That comments and reponses made during the public hearing of the <br />Agency and City Council have been considered and recognized by the City <br />Council and will be incorporated into the Final Environmental Impact <br />Report. <br />(c) That based on the information set forth in the Final Environmental <br />Impact Report, the City Council finds and determines that measures to <br />mitigate certain impacts related to geology, soils and seismic activity; air <br />quality; water drainage; vegetation and wildlife; noise; light and glare; <br />land use; population and housing; traffic and circulation; public services; <br />utilities and cultural resources exist and are included in the Final <br />Environmental Impact Report. <br />(d) That as to certain adverse impacts associated with air quality, traffic and <br />circulation, water drainage and sewerage, the City Council finds and <br />determines that specific economic, social and other considerations as <br />documented in the Preliminary Report for the West Valley <br />Redevelopment Project, make infeasible the project alternatives <br />identified in the Final Environmental Impact Report (Draft <br />Environmental Impact Report Section 7.0) <br />SECTION 4. The City Council hereby finds and determines that all potential <br />impacts on the environment cannot be entirely or feasibly eliminated. The <br />Agency hereby finds that the beneficial economic and social effects of the <br />Project override such potential adverse impacts. <br />
