RESOLUTION NO. R-160-86 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, APPROVING AN AGREEMENT BY AND AMONG THE CITY OF COLTON, THE REDEVELOPMENT AGENCY FOR THE CITY OF COLTON THE COUNTY OF SAN BERNARDINO AND THE SAN BERNARDINO COUNTY FLOOD CONTROL DISTRICT FOR ALLEVIATION OF FINANCIAL BURDEN OR DETRIMENT CAUSED BY THE WEST VALLEY REDEVELOPMENT PROJECT WHEREAS, the City of Colton ("City") and the Redevelopment Agency for the City of Colton ("Agency"), by Ordinance No. 0-10-86, dated July 15, 1986, and Resolution No. 481, dated July 1, 1986, respectively, have pursuant to California Community Redevelopment Law (California Health and Safety Code Sections 33,000 et. seq. ), adopted the Redevelopment Plan for the West Valley Redevelopment Project (the "Redevelopment Plan"); and WHEREAS, the Redevelopment Plan for the West Valley Redevelopment Project provides for the allocation of tax revenues to the Agency pursuant to Section 33670(b) of the California Health and Safety Code, ("Code"); and WHEREAS, the implementation of the Redevelopment Plan may cause a financial burden to affected taxing entities and the Agency is desirous of alleviating significant financial burden or detriment which the County of San Bernardino ("County") or the San Bernardino County Flood Control District ("District") may hereafter suffer by reason of the implementation of the Redevelopment Plan; and WHEREAS, City herein recognizes the need for regional facilities to be constructed which will benefit the Project Area and surrounding areas, and further recognizes the need to finance all or part of the construction of said facilities with tax revenues which are allocable to the Agency pursuant to Section 33670(b) of the Code; and
