RESOLUTION NO. R-160-86 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, APPROVING AN AGREEMENT BY <br />AND AMONG THE CITY OF COLTON, THE REDEVELOPMENT <br />AGENCY FOR THE CITY OF COLTON THE COUNTY OF SAN <br />BERNARDINO AND THE SAN BERNARDINO COUNTY FLOOD <br />CONTROL DISTRICT FOR ALLEVIATION OF FINANCIAL <br />BURDEN OR DETRIMENT CAUSED BY THE WEST VALLEY <br />REDEVELOPMENT PROJECT <br />WHEREAS, the City of Colton ("City") and the Redevelopment Agency <br />for the City of Colton ("Agency"), by Ordinance No. 0-10-86, dated July 15, 1986, <br />and Resolution No. 481, dated July 1, 1986, respectively, have pursuant to <br />California Community Redevelopment Law (California Health and Safety Code <br />Sections 33,000 et. seq. ), adopted the Redevelopment Plan for the West Valley <br />Redevelopment Project (the "Redevelopment Plan"); and <br />WHEREAS, the Redevelopment Plan for the West Valley <br />Redevelopment Project provides for the allocation of tax revenues to the Agency <br />pursuant to Section 33670(b) of the California Health and Safety Code, ("Code"); <br />and <br />WHEREAS, the implementation of the Redevelopment Plan may cause a <br />financial burden to affected taxing entities and the Agency is desirous of alleviating <br />significant financial burden or detriment which the County of San Bernardino <br />("County") or the San Bernardino County Flood Control District ("District") may <br />hereafter suffer by reason of the implementation of the Redevelopment Plan; and <br />WHEREAS, City herein recognizes the need for regional facilities to be <br />constructed which will benefit the Project Area and surrounding areas, and further <br />recognizes the need to finance all or part of the construction of said facilities with <br />tax revenues which are allocable to the Agency pursuant to Section 33670(b) of the <br />Code; and <br />
