All gutters shall be maintained free and unobstruc <br />ted for the full depth of the adjacent curb, and for at least 1' <br />in width from the face of such curb and the gutter line. Whenever <br />a gutter crosses an intersecting street an adequate waterway shall <br />be provided and at all times. <br />Section IV. The followina shall aovern the methods by <br />which excavations are to be filled. <br />A. For pipes 2411 in diameter and larger, the backfill <br />shall be tamped in layers to the spring line of the pipe. Above <br />the spring line the backfill shall be carried to a depth of 1' <br />above the top of the pipe by hand, with select material, free from <br />large stones or lumps and thoroughly compacted by flooding, before <br />additional backfill is placed thereon. <br />B. For pipes less than 24" in diameter, the backfill <br />shall be tamped in layers to a depth of 11 above the top of the <br />pipe with select material as hereinabove specified. <br />C. Except as noted hereinafter, the backfill above 1' <br />above the top of any pipe shall be made in layers not more than <br />5' in thickness and each layer shall be thoroughly flooded. <br />During the flooding, water shall be allowed to flow slowly into <br />the trench from high points, and shall be worked down to the full <br />depth of the backfill with bars. All bars used shall be long <br />enough to extend entirely through the layer being filled; they <br />shall be forced downward through the loose backfill material, and <br />as withdrawn the channel or hole formed by the bar shall be kept <br />open, and the water kept flowing into it until the fill has settle . <br />
