R-125-87 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON CALLING FOR AN ELECTION <br />WITHIN IMPROVEMENT DISTRICT "A" OF THE <br />CITY OF COLTON TO AUTHORIZE A SPECIAL <br />TAX UPON ALL TAXABLE PROPERTY WITHIN <br />THE IMPROVEMENT DISTRICT <br />WHEREAS, Improvement District "A" of the City of Colton <br />has been formed for the purposes of establishing a fiscal structure <br />to repay a loan associated with the reconstruction of the water <br />facilities of the James Sullivan Mutual Water Company; and <br />WHEREAS, this City Council has determined that a special <br />tax should be levied within Improvement District "A" in a limited <br />amount for a limited period of time for the purpose of repaying <br />said loan; and <br />WHEREAS, pursuant to the provisions of Article XIIIA of <br />the California Constitution, a special tax may be authorized in <br />Improvement District "A" by affirmative vote of two-thirds of the <br />voters within the Improvement District voting upon a measure to <br />authorize this special tax; and <br />WHEREAS, this City Council has determined that there <br />are fewer than three hundred registered voters within Improvement <br />District "A" and that an election conducted wholly by mail pursuant <br />to Section 1340 of the California Elections Code would be the <br />least expensive mehtod of conducting the election; <br />NOW, THEREFORE, be it resolved by the City Council of <br />the City of Colton as follows: <br />Section 1. A special election shall be conducted with <br />Improvement District "A" of the City of Colton on December 29, <br />1987 to submit to the voters of the Improvement District the <br />
