The special election shall be conducted <br />wholly by mail pursuant to the provisions of Section 1340 of <br />the California Elections Code. <br />Section 3. The deadline date of November 5, 1987 at <br />5:00 p.m. is hereby established for receipt of written arguments <br />for or against the measure. Written arguments may be submitted <br />by members of this City Council, any voter or a bonafide asso- <br />ciation of voters of Improvement District "A" or any comination <br />thereof. Such written arguments shall not exceed hundred words <br />in length, and shall be filed with the City Clerk of the City <br />of Colton at 650 N. La Cadena Drive, Colton, California 92324 <br />Section 4. The City Clerk is hereby directed to <br />forward without delay to the San Bernardino County Registrar <br />of Voters and to the Board of Equalization, each, certified <br />copies of this Resolution. <br />PASSED, APPROVED and ADOPTED this 20th day of October 1987 <br />FRANK A. 00 ALES <br />Mayor <br />ATTEST: <br />HELEN A.
