RESOLUTION NO. R-150-87 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON CALLING FOR AN ELECTION <br />WITHIN IMPROVEMENT DISTRICT "A" OF THE <br />CITY OF COLTON TO AUTHORIZE A SPECIAL TAX <br />UPON ALL TAXABLE PROPERTY WITHIN THE <br />IMPROVEMENT DISTRICT AND REPEALING <br />RESOLUTION NO. R-125-87 <br />WHEREAS, Improvement District "A" of the City of <br />Colton has been formed for the purposes of establishing a <br />fiscal structure to repay a loan associated with the <br />reconstuction of the water facilities of the James Sullivan <br />Mutual Water Company; and <br />WHEREAS, this City Council has determined that a <br />special tax should be levied within Improvement District "A" <br />in a limited amount for a limited period of time for the <br />purpose of repaying said loan; and <br />WHEREAS, pursuant to the provisions of Article <br />XIIIA of the California Constitution, a special tax may be <br />authorized in Improvement District "A" by affirmative vote <br />of two-thirds of the voters within the improvement district <br />voting upon a measure to authorize this special tax; and <br />WHEREAS, this City Council has determined that <br />there are fewer than three hundred registered voters within <br />Improvement District "A" and that an election conducted <br />wholly by mail pursuant to Section 1340 of the California <br />Elections Code would be the least expensive method of <br />conducting the election; <br />
