1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, on December 1, 1987, at the time and place <br />specified in said published and mailed notices, the City Council <br />held a public hearing as required by law relative to the forma- <br />tion of the Community Facilities District, the levy of the <br />special taxes therein, the provision of public services and <br />public facilities therein, and the incurring of a bonded <br />indebtedness by the Community Facilities District; and <br />WHEREAS, prior to said hearing there was filed with the <br />City Council a report (the "Report") containing a description of <br />the public services and public facilities required to meet the <br />needs of the Community Facilities District, and an estimate of <br />the cost of such services and facilities, as required by Section <br />53321.5 of the California Government Code; and <br />WHEREAS, at the public hearing all persons desiring to <br />be heard on all matters pertaining to the establishment of the <br />Community Facilities District, the levy of the special taxes, <br />the provision of public services and public facilities therein, <br />and the incurring of the bonded indebtedness therefor were <br />(heard, and a full and fair hearing was held; and <br />WHEREAS, at the public hearing evidence was presented <br />j <br />to the City Council on the matters before it, and the City <br />i <br />Council at the conclusion of the hearing was fully advised as to <br />lall matters relating to the establishment of the Community <br />Facilities District, the levy of the special taxes, the provi- <br />sion of public services and public facilities therein and the <br />!incurring of the bonded indebtedness therefor; and <br />� WHEREAS, the City Council may therefore proceed to <br />establish the Community Facilities District; and <br />-2- <br />
