That is is hereby further proposed that, except <br />where funds are otherwise available, a special tax sufficient to <br />pay for said facilities, services and related incidental expenses <br />authorized by the Act will be levied annually within the bounda- <br />ries of said District. For particulars as to the rate and method <br />of apportionment of the proposed special tax, reference is made <br />to the attached and incorporated Exhibit "A", which sets forth in <br />sufficient detail the method of apportionment to allow each land- <br />owner or resident within the proposed District to clearly esti- <br />mate the probable annual amount and the maximum annual amount <br />that said person will have to pay for said facilities and <br />services. <br />The legislative body hereby further authorizes <br />the early discharge and prepayment of any special taxes and <br />specific terms and conditions relating to the prepayment of any <br />special tax shall be set forth by Resolution of this legislative <br />body prior to any authorization for issuance of bonds, and said <br />prepayment allowance is not applicable for any special taxes <br />relating to additional services. <br />PUBLIC HEARING <br />SECTION 8.
