2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />RESOLUTION R —78-88 <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON, DEFINING BLIGHT <br />AND BLIGHTING INFLUENCES PERTAINING <br />TO THE AGUA MANSA LANDFILL FOR THE <br />PURPOSE OF UTILIZING COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDS FOR <br />PARK IMPROVEMENTS <br />WHEREAS, the CitV Council of the City of Colton does receive <br />Community Development Block Grant (CDBG) funds through the San <br />Bernardino CountV Department of Economic and Community Development <br />for the elimination of blight and bliqhtinq influences, as well as <br />for the elimination of imminent threats to public health, and for <br />the protection of the safety and welfare of the community; and <br />WHEREAS, the CountV of San Bernardino is preparing a plan for a <br />regional park to be developed on the site of the closed Aqua Mansa <br />Landfill which falls within the corporate boundaries of the CitV <br />of Colton; and, <br />WHEREAS, the CountV of San Bernardino is proposinq to utilize CDBG <br />funds for the development of the Aqua Mansa Reqional Park on the <br />site of the closed landfill; and, <br />WHEREAS, the requlations controlling the expenditure of CDBG funds <br />require a definition of blight and blightinq influences be adopted <br />by the jurisdiction in which CDBG funds are to be used, that <br />jurisdiction beinq the CitV of Colton; and <br />
