1 <br />2 <br />3 <br />4 <br />5 <br />C. <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, the site for the Aqua Mansa Landfill Park falls within <br />the boundaries of Colton's Beautification and Public Improvement <br />Plan for the South La Cadena Drive Corridor, (hereinafter called <br />the South La Cadena Drive Corridor Plan), an area recoqnized by <br />the CitV of Colton as bliqhtinq and sufferinq from bliqhted <br />influences; and, <br />WHEREAS, the South La Cadena Drive Corridor Plan specified the <br />Aqua Mansa Landfill as a lonq time contributor to the substandard <br />development and deteriorated appearance of the corridor, and that <br />public improvements, such as park development, in the area should <br />be pursued to enhance the imaqe and upgrade the entire corridor; <br />and, <br />WHEREAS, the Aqua Mansa Landfill in its current inactive status is <br />ugly and barren; and, <br />WHEREAS, the Aqua Mansa Landfill beinq no longer usable as a <br />dumpsite, is ugly, barren, and virtuallv undevelopable and in this <br />state, provokes a neqative imaqe for the South La Cadena Drive <br />Corridor, and if left to remain in this state will have a <br />deterioratinq effect on anV other improvement efforts, public or <br />private, in the area, thereby becoming a perpetual bliqhtinq <br />influence on the entire South La Cadena Drive Corridor. <br />—2— <br />
