R-119-89 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON URGING <br />THE RESTORATION OF FUNDS FOR FAMILY PLANNING CLINICS <br />WHEREAS, approximately $24 million has been cut from the <br />State of California's $36.2 million family planning budget; and <br />WHEREAS, as a result of the $24 million budget cut, fund <br />for the eleven family planning clinics in the County of San <br />Bernardino will be cut from $1.5 million to approximately <br />$500,000; and <br />WHEREAS, the proposed cut to the family planning budget <br />will result in the closure of all but two of the family -planning <br />clinics in the County of San Bernardino; and <br />WHEREAS, family planning clinics located in San <br />Bernardino County provide a variety of vital services for women <br />the City of Colton as well as other communities in the county, <br />including physical examinations, mental health counseling, rape <br />crisis intervention and counseling for battered women as well as <br />primary health care for problems such as pre -cancerous lesions <br />sexually transmitted diseases; and <br />WHEREAS, family planning clinics provide birth control <br />information and supplies to low income women, thereby preventing <br />unwanted pregnancies and abortions; and <br />WHEREAS, the closure of nine of the County of San <br />Bernardino's eleven family -planning clinics would terminate <br />services provided annually to approximately 13,000 women; and <br />WHEREAS, closure of a majority of the family -planning <br />clinics in the County of San Bernardino will ultimately result in <br />increased expenditures exceeding the amounts saved, which may <br />
