1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />Resolution No. R-146-89 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, CALIFORNIA, APPROVING <br />PARTICIPATION WITH SAN BERNARDINO COUNTY <br />FOR THE PREPARATION OF A REGIONAL AIR <br />QUALITY ELEMENT FOR THE PURPOSE OF <br />IMPROVING AIR QUALITY WITHIN SAN <br />BERNARDINO COUNTY. <br />BE IT RESOLVED by the City Council of the City of <br />Colton as follows: <br />WHEREAS, the City of Colton, San Bernardino County, <br />California, is within the jurisdiction of the South Coast Air <br />Quality Management District (SCAQMD), the agency responsible for <br />monitoring and reducing air pollutiom for the South Coast Air <br />Basin. <br />WHEREAS, the SCAQMD has adopted a 1989 revised Air <br />Quality Management Plan (AQMP) for the purpose of setting forth <br />a comprehensive control program that will lead the South Coast <br />Air Basin into compliance with all Federal and State air quality <br />standards including the Federal Clean Air Act. <br />WHEREAS, the AQMP has proposed that cities and <br />counties within the South Coast Air Basin adopt air quality <br />elements as part of their general plans. <br />WHEREAS, the preparation of an Air Quality Element is <br />desirable to provide for the safety and welfare of the community <br />by promoting physical development and economic growth that is <br />compatible with regional air quality standards. <br />WHEREAS, a regional approach and cooperative effort <br />with San Bernardino County, SANBAG, and other San Bernardino <br />County cities within the South Coast Air Basin will greatly <br />improve the efficacy of the policies and strategies in achieving <br />
