RESOLUTION NO. R-31-89 <br />RESOLUTION OF THE CITY COUNCIL <br />WHEREAS, the City of Colton, acting in compliance <br />with the State of California and the City of Colton Environ- <br />mental Guidelines, required the preparation of an environ- <br />mental analysis for the proposed Wastewater Treatment Plant <br />Expansion Project; and <br />WHEREAS, a negative declaration was prepared by a <br />consultant for the City of Colton and reviewed by City <br />Staff; and <br />WHEREAS, the negative declaration was submitted for <br />review to responsible and interested public agencies and <br />individuals; and <br />WHEREAS, comments relating to said proposed <br />negative declaration had been received during the review <br />period required by law, and adequate responses and <br />mitigation commitments had been prepared; and <br />WHEREAS, the City of Colton wishes to mitigate any <br />potential adverse environmental impacts caused by the <br />expansion of its wastewater treatment plant by an additional <br />one million gallons a day; and <br />WHEREAS, the City of Colton believes that implemen- <br />tation of the proposed mitigation agreement between Colton <br />and the Western Municipal Water District of Riverside County <br />
