That City's participation in the Financing is exempt <br />from CEQA because there is no possibility that such <br />activity may have a significant effect on the <br />environment. State CEQA Guidelines, Title 14 Cal. <br />Admin. Code Section 15061 (b) (3). <br />2. That further environmental review shall be conducted <br />by the City at such time as it considers <br />participation in any of the projects that may <br />benefit from the Financing. <br />3.
