SECTION THREE: Duties of the Community Development <br />Director. The Community Development Director t"`rhe Director") <br />shall act as staff and shall make all preliminary <br />investigations/determinations as to the applicability of the <br />Calitornia Environmental Quality Act. The Director shall also be <br />enpowered to make all necessary decisions and actions required by <br />the California Environmental Quality Act, unless otherwise <br />specified herein. <br />SECTION FOUR: Duties of the Planning Commission and <br />City Council. When a project may he approved, conditionally <br />approved, or denied by the Planning Commission, then the Planning <br />Commission shall he the approving body for Negative Declarations <br />and Environmental Impact Reports, otherwise the Council shall <br />have those responsibilities. <br />SECTION FIVE: Appeals. Decisions of the Director and <br />the Planning Commission may he appealed by the applicant to the <br />Planning Commission or City Council, whichever is applicable a <br />prescribed in Section 18.32.030 tel of the Comprehensive Zoning <br />ordinance of the City of Colton. <br />PASSED, APPROVED, and ADOPTED this 20th day of <br />November 1990. <br />FRANK A.
