R-108-92 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, ENDORSING EXPENDITURE OF <br />COUNTY OF SAN BERNARDINO EAST VALLEY <br />COALITION WASTE CHARACTERIZATION STUDY FUNDS <br />TO PERFORM A COMPARATIVE FEASIBILITY STUDY FOR <br />POTENTIAL REGIONAL SOLID WASTE TRANSFER/MRF AND <br />COMPOSTING FACILITY SITES IN SAN BERNARDINO COUNTY. <br />WHEREAS, jurisdictions within the State of California <br />are mandated by Assembly Bill 939 (Chapter 1095) and the State <br />of California to prepare a Source Reduction and Recycling <br />Element (SRRE) and a Household Hazardous Waste Element (HHWE); <br />and <br />WHEREAS, the City of Colton, along with other <br />jurisdictions in the East Valley of San Bernardino County, <br />have developed Source Reduction and Recycling Elements (SRRE) <br />and Household Hazardous Waste Elements (HHWE) funded by a <br />Waste Characterization fee incorporated into County landfill <br />tipping fee; and <br />WHEREAS, the Source Reduction and Recycling Elements <br />(SRRE) of the majority of East Valley jurisdiction include the <br />use of a Regional Material Recovery Facility (MRF) as a <br />selected alternative for meeting the waste diversion <br />requirements of AB 939 by the year 1995; and <br />WHEREAS, the County has announced the Milliken Landfill <br />will reach capacity and close next year, 1993, which will <br />impact unloading operations at remaining landfills; and <br />WHEREAS, funds are available in the County Waste <br />Characterization Fund, at no cost to the City of Colton; and <br />WHEREAS, A study of the alternatives for solid <br />
