1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />waste/transfer in the East Valley is necessary to provide <br />information on costs and necessary facilities. <br />NOW, THEREFORE, be it resolved that the City Council of <br />the City of Colton does hereby pass, approve and adopt this <br />resolution endorsing expenditure of County of San Bernardino <br />East Valley Coalition Waste Characterization Study Funds in <br />the amount of $150,000 to perform a comparative feasibility <br />study for potential regional solid waste transfer/MRF sites <br />and composting facility in Scope of Work; and <br />1) Endorses the development of alternative evaluations <br />for East Valley Solid Waste/Transfer Study; and <br />2) Recommends the County use monies from the Waste <br />Characterization Fund to finance the Study; and <br />3) Agrees that for any entity whose pro -rated share <br />exceeds the projected year end (91/92) balance, such <br />deficit will be covered by funds from the total Waste <br />Characterization Fund attributable to the East <br />Coalition; and <br />4) Designates San Bernardino County as the legal and <br />financial manager of the contract to be executed <br />between the consultant and the Board of Supervisors, <br />and designates the East Valley Coalition Selection <br />Committee as the Project Manager with oversight <br />responsibility; and <br />5) Acknowledges the County's contract with the <br />consultant shall not become effective until <br />resolutions are received from a majority of <br />
