designate any portion of his/her accrued vacation to be transferred <br />to a separate account to be used for Union business. This <br />notification shall be in writing and is irrevocable. The use of <br />such time is at the sole discretion of the Union. Scheduling such <br />time off is subject to the same restrictions currently in effect <br />for scheduling vacation and holiday time off. Any time left in the <br />account as of December 31 of each year shall be carried over to the <br />following year. <br />Section 4: Grievance Procedure <br />The parties agree to implement the grievance procedure which <br />is attached as Exhibit A and is incorporated herein by this <br />reference. <br />Section 5: Payroll Deductions <br />The City agrees to deduct dues and assessments in an amount <br />certified to be correct by the Secretary/Treasurer of the Union <br />and/or the elected Union representative, from the pay of those <br />employees who individually request, in writing, that such <br />deductions be made in accordance with the terms and conditions of <br />said request the first two pay periods each month. When there are <br />three pay periods in a month, dues and assessments shall be <br />deducted only twice in that month. The total amount of dues <br />deducted shall be forwarded by the City to the Treasurer of the <br />Union. <br />The procedures required for the payroll deduction of dues and <br />assessments shall be subject to the policies of the Finance <br />Department and other affected departments of the City. The Union <br />shall indemnify and hold the City harmless from any and all claims, <br />demands or suits, or any other action arising from the deduction of <br />dues and assessments. <br />Section 6: Labor Management Committee <br />A Labor Management Committee shall be established to discuss <br />matters affecting employer/employee relations. Meetings shall be <br />held on a mutually agreeable basis. The Committee shall be <br />composed of four City employees, two employees selected by <br />Management and two employees selected by the Union. <br />ARTICLE I: COMPENSATION <br />Section 1: Salary <br />Effective December 21, 1991, all employees shall receive a <br />base salary as set forth in the Pay and Classification Plan for the <br />City of Colton. The City agrees to meet and confer with the union <br />to consider salary increases for 1993 and 1994. This provision <br />does not obligate the City to grant any salary increases during the <br />term of this MOU. <br />The cities of Rialto, Redlands, Chino, Upland, Montclair, and <br />Rancho Cucamonga shall be included in any future <br />salary/compensation surveys. No cities shall be added to or <br />removed from this list during the term of this MOU. <br />DO <br />
