II. Disadvantage Business (DB) Program Liaison Officer John C. Hutton, Director of Public Yorks, is the DB Liaison Officer fOr the City and Mr. Hutton will be assigned suchort to rank staffeassis City Managers necessary to fully implement the provision of 49CFR Part 23 and such other DB Programs as may be required. The reporting structure and duties of support staff are shown on Attachment RAO. Duties of the D8 Liaison Officer The DO 'Liaison Officer shall develop, manage and implement the DB Program on a day-to-day basis. The Liaison Officer shall: 1. Develop and carry out technical assistance programs for DH's. 2. Arrange solicitstions, time for the presentation of bids, quantities, specifications, and delivery schedules, so as.to facilitate the participation of DB's. Where such changes are found necessary to inoresse D8 Utilization, they will be made in consultation and cooperation with the functional unit involved. 3, Provide snDe's novercoming financihsbarriers, such asinabilitytoobtainbonding i 0. Carry out information and communication programs or con- tracting opportunities in a timely manner. Programs shall .be bilingual where appropriate. g. Investigate tht full extent of services offered by banks owned and controlled by disadvantaged. Ensure that, where possible, the City utilizes said banks. 6. Utilize a listing of De's certified listing to be made available to all Colton's Federally funded projects, Include the.following information: phone number, ethnic/and/or sexual work performed by firs. by CALTRANS. Prior to approval of substitution and/or removal of D8, prime contractors will .be required to approve performance of good faith efforts to replace the D8 with another eligible D8. 8. Establish overall City 90813 for disadvantaged businesses. Goals shall be evaluated on September 30 of each year and adjusted as necessary. 9. Establish individual project goals for disadvantaged businesses. All projects will be evaluated for the appropriateness of goals.
