IV. V. 10. Maintain such documentation as Is necessary to verify the City of Colton performance of the above activities. Establishment of Overall DB Goals The City of Colton will establish an overallfoal for its use of DB's. This goal will be updated annually as of September 30 of each year. Contract Goals All projects receiving U.S. DOT funds, will be evaluated for the appropriateness of DO goals. Projects will be evaluated and goals established, utilizing the following criteria: I, size of project. 2. Opportunities for DH's as subcontractors, vendors, suppliers. . 3. Disadvantaged population of County in which work is to be performed. 4. Existing DB goals being utilized in the project area by other State, Federal or local jurisdictions. 9. Past experience on proj.eets similar to the project being evaluated. 6. Availability of DB's. T. Such other factors as may affect the utilization of DB's. Each project will be evaluated in conformance with the above criteria. Complete documentation will be retained of every project so evaluated. Contracts which do not contain specific goals will contain the following provisions: 1. "Polley. It is the policy of the City of Colton that sa Ivantagod businesses as defined in 49CF2 Part 23 shall have the maximum opportunity to participate in the perfor- mance of contracts financed in whole or in part with Federal funds under this agreement. Consequently, the DB requirements of 49CFA Part 23 apply to this agreement.' 2. "D8 Obligation* (i) The recipient or its contractor agrees to ensure that disadvantaged businesses as defined in 49CFR Part 23 have the maximum opportunity to parts- cipate in the performance of contracts and subcontracts financed in whole or in part with Federal funds provided under this agreement. In this regard, all recipients or contractors shall take all necessary and reasonable steps in accordance with 49CFR Part 23 to ensure that disadvan- taged businesses have the maximum opportunity to compete
