This Council finds that the readoption of the <br />10 Specific Plan is exempt from environmental review as this <br />11 procedural change will have not possible environmental <br />12 effect because it will not alter the uses, density, or <br />13 intensity of uses currently allowed in these specific <br />14 plans. <br />SECTION 3. This Council hereby approves the adoption of <br />15 <br />the Santa Ana River Redevelopment Project Specific Plan, <br />16 <br />including Amendment 1 (known as the amended specific <br />17 <br />Plan). <br />18 <br />SECTION 4.
