Patients with no insurance, but with a demonstrated ability to pay shall be <br />charged the actual cost of emergency paramedic ambulance transportation services and shall <br />pay such amount upon receipt of the bill or according to an installment payment schedule <br />determined on a case by case basis. <br />d.
